UK to UK Voice Termination Notification – Caller Line Identification (CLI) authentication

As you maybe aware, on 29th January 2025, The Office of Communications (OFCOM), UK Regulator, requires that transit carriers such as CLI SECURE implement stringent measures to limit potential unauthorised robocalls, spam and spoofing with UK CLI.

In summary, the main points can be found below:

As the CLI represents the origin of a call, calls from abroad should not use UK CLI as a Network Number or as a Presentation Number, except in a limited number of use cases:

  • UK mobile users roaming overseas making calls back to UK numbers, i.e. calls with a CLI from the +447 number range;
  • Calls to a mobile user who is roaming in the UK;
  • Where the traffic has originated on a UK network; and,
  • Where the traffic has originated from UK customers that are hosted on overseas nodes or cloud services.

Except in these use cases, calls from abroad using UK CLI should be blocked by our partner community.

Therefore, taking the above points into account, if we find that you do not adhere to these new regulations then we will stop all call attempts to a UK 44 number from a UK 44 number. However, the responsibility is yours to monitor your network and make sure that any traffic being sent to our agreed interconnect is only official UK to UK call traffic and is not sent from international locations, presenting a UK format number.
